SAA Theory of Change:
The Social Analysis & Action (SAA) model has been widely used for over 10 years in CARE programs and in all regions where we operate. To advance comprehensive monitoring, evaluation and learning (MEL) for the model and programs' adaptation, a new Theory of Change (TOC) for SAA has been created.
