SAFPAC Monitoring System

Program monitoring for quality improvement is a key component of SAFPAC Monitoring and Evaluation (M&E) system, and also of everyday programming. In addition to its primary purpose of facilitating program improvement, and the SAFPAC monitoring system also collect donor-identified measures of success: number of new users and percentage of those new users selecting LAPMs/IUDs. (For SAFPAC Evaluation, Columbia University conducts evaluation twice for all countries in each program phase).

There are five essential ingredients in the SAFPAC monitoring toolkit (See the Data Flow Chart below):

Service Delivery
Health facilities used Registers to record details of each FP/PAC client visit. CARE staff or providers summarized the data each calendar month and collected them in hard-copy Data Collection Form from facilities, recorded the data electronically in Results Summary and sent them to the country level. After being compiled and reviewed at the country level, the data sets from each of the five countries were sent to headquarter for compilation and analysis. The global team maintained and updated an Aggregated Global Datasheet.

Training and Follow-up
Each country owns and updates a hard copy Training Log which records details of each training event such as name of trainers, venue and number and professional designation of trainees. Supervisors use Skills Assessment Checklists to assess providers' competency in each skill (within three months after trained and twice every year after being competent); the assessments results should be entered into Training and Performance Tracker every quarter.

Facility Supervision
Supervisors should conducted monthly and yearly supervision to each facility using Supervisory Checklists. Starting Phase 3, Monthly Supervision Datasheet will be merged with Results Summary. Thus, Infection prevention (IP) scores and number of procedure per provider need to be entered into Results Summary and sent to headquarter.

Client Exit Interview
Currently in Chad and DRC, CARE staff is conducting Client Exit Interviews for FP clients and Non-FP clients in each facility about clients' satisfaction to service. The data should be entered into Client Exit Interview Database and send to headquarter.

Social Behavior Change Communication (SBCC)
SBCC activities vary in each country, and standardized tools for monitoring these activities are still under development.
